Background: CRS has been present in Mali since 1993 and works in the areas of health, education, agriculture, governance, and emergency response. With its head office in Bamako and sub-offices and/or partners throughout the country, CRS is a well respected relief and development actor in Mali.

Poor health is one of the largest obstacles preventing individuals and communities from reaching their full potential. CRS/Mali strives to help build equitable and comprehensive health systems in the most rural, remote, and marginalized communities and combat preventable diseases by spreading awareness and through early childhood vaccinations. Our approach enables people to live full, productive lives and allows communities to prosper.

Working with local partners such as the Mali Ministry of Health, we have strengthened the capacity of local healthcare professionals to react to and prevent diseases that have ravaged the area, including malaria, Ebola, and tuberculosis. Our experience in health interventions in Mali, in the region, and worldwide, enables us to manage large, multi-country projects and ensure that the most vulnerable people receive the healthcare they need.

CRS/Mali received nearly $11 million in funding for its health programs during 2015, from donors including the Centers for Disease Control (CDC), the Global Fund, UNITAID and the Gavi Alliance. Our activities are primarily focused on the regions of Koulikoro, Kayes, Segou, Mopti, Sikasso and Bamako.

Job Summary: The Health Director will be responsible for overall coordination and supervision of all of CRS/Mali’s health projects. He or she will work with the relevant Program managers and Chiefs of Party to ensure that all projects are being implemented on schedule, are in compliance with donor and CRS requirements, are well coordinated with other actors, and are meeting the needs of those we seek to serve. He/she will be responsible for defining a clear, coherent strategy in health for Mali that unifies projects and helps prioritize future funding.

Furthermore, the Health Director will serve as one of the principal interlocutors with the Malian government’s various health services so as to ensure proper coordination and communication.
Finally, the Health Director will be expected to provide visionary leadership in seeking new opportunities and funding to improve the health status of Malians.

Specific Responsibilities:

* Supervise PMs/Directors for Global Fund, ACCESS-SMC, Djomi
* Support the aforementioned projects, plus GAVI (much more limited scope/portfolio)
* Seek ways to integrate and harmonize CRS’ health projects
* Ensure strong cross health project collaboration, sharing of best practices and leveraging of health results across projects within the country program
* In consultation with HOP and other sector leads, identify opportunities for technical integration (capitalizing on opportunities to strengthen interventions by ensuring strong integration with other sectors such as agriculture, WASH, emergency)
* Liaise with Govt. of Mali health authorities
* Liaise with donors (CDC Mali and Global Fund in particular)
* Liaise with other Health actors (IMC, PSI, etc.)
* Develop CRS/Mali health strategy
* Play a leading role in seeking new health funding opportunities
* Ensure branding and marketing of CRS/Mali health activities

Supervisory Responsibilities: Chiefs of Parties and Project Managers for Health

Key Working Relationships:
Internal: Head of Programs, Country Rep., Health PM & COPs, Finance Manager, other sector leads within Mali CP, regional and senior health and nutrition technical ad-visors as appropriate
External: Ministry of Health, PNLP, PNLT, other partners, and donors

Required Qualifications and Experience:
* Master's of Public Health; or Advanced degree in health, international development, or related field
* 7 years managing complex health projects for NGOs; with at least 3 years in a supervisory capacity.
* Strong personnel management skills
* Knowledge of budget management
* Excellent reporting abilities
* Fluent in both French and English
* Well-connected to GoM/National Health Direction
* Experience with international donors

Required Foreign Language: Fluent written and spoken English required; French fluency.

Required Travel: Approximately 10%, mainly within Mali but with periodic overseas travel
