Disease Prevention Specialist, Evaluation of the USAID Behavior Change and Communication Service Delivery Projects, Mali

Proposal Objective:

SI is preparing a proposal to conduct to a mid-term performance evaluation of two USAID/Mali-funded projects, High Impact Health Services (SSGI) and the Social Marketing and Behavior Change Communications (KJK). The SSGI award supports the delivery of a package of integrated malaria, family planning, reproductive health, HIV/AIDS, maternal and child health, nutrition, and water and sanitation services delivered at the regional, district, community and household levels. The KJK award covers capacity-building of local NGOs and Government of Mali (GoM) entities; social and behavior change communication (SBCC) activities; and social marketing of family planning, HIV/AIDS prevention, safe drinking water and safe motherhood products sold at commercial retail outlets and community pharmacies. These two programs work in tandem through a joint work plan in five regions (Kayes, Sikasso, Koulikoro, Mopti and Bamako) and the district of Gao (in the North) and are the centerpiece of USAID/Mali’s $69 million per year health program. The period of performance of the evaluation will be between four and six months.

Position Description:

SI is seeking a Disease Prevention Specialist who will be responsible for advising on relevant technical areas on the evaluation activities.

Responsibilities:

  • Advise and guide on disease prevention technical areas, including HIV, malaria, neglected tropical diseases (NTD) and BCC to inform evaluation tools and methods.
  • Participate in data collection and fieldwork.
  • Attend stakeholder and team meetings.
  • Support data analysis.
  • Provide technical inputs to the final report.

Qualifications:

  • Advanced degree in public health or a relevant subject area.
  • Demonstrated experience and knowledge of disease prevention/infectious diseases, HIV/AIDS, malaria, NTD and BCC, especially in Mali.
  • Prior experience supporting evaluations of USAID projects, including experience in design, data analysis and data collection.
  • Experience advising and developing evaluation methods such as surveys, key informant interviews, and focus groups.
  • Experience writing evaluation reports.
  • Experience working in the region, particularly in Mali.
  • Fluency in oral and written English and French.
  • Ability and willingness to travel throughout Mali, including in the North.
