Assignment Title: Community Mobilization Specialist

Overview:

Using your experience in assessments and education-related subject matter skills, participate in a mid-term performance evaluation to assess the relevance and effectiveness of activities implemented under USAID’s Selective Integrated Reading Activity (SIRA) Project. The mid-term evaluation of SIRA will investigate questions in three broad categories: 1) implementation progress, 2) project management, 3) lessons learned and the sustainability of results. Note that the questions below are illustrative and will need to be further developed in collaboration with USAID prior to the finalization of the evaluation design. Field work for this evaluation is expected to be conducted in June or July of 2019. This position is open to Malian nationals only.

This position is contingent upon award by USAID/Mali.

Scope of Work:

· Working with a team of at minimum six (6) professionals, conduct field research to answer the following questions, which includes but is not limited to:

o To what extent has the Activity made progress in achieving its intended objectives and results and what have been the factors facilitating or impeding the achievement of these results

o What has been the contribution of SIRA implementation approaches to the achievement of SIRA results? Which approaches are making a difference and why? Which ones are not working and need to be changed?

o What are the prospects for sustainability of SIRA at mid-implementation? Which approaches are showing positive results in terms of promoting long-term sustainability and how can they be strengthened?

o To what extent community participation activities have contributed to improved reading and increased school enrolment and retention of girls?

· Assess the degree of parental & community attitudes & support for SIRA;

· Provide support in presenting findings to the USAID Mission and relevant stakeholders;

· Other duties as assigned.

Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.

· This position does not authorize/require the consultant to directly communicate with IBTCI clients.

· This position does not authorize/require the consultant to have decision making authority on final work product.

Preferred Knowledge, Skills and Abilities:

· Experience conducting educational evaluation in sub-Saharan African context preferred;

· Familiarity with USAID’s M&E policies and reporting requirements preferred.

Minimum Requirements:

· At least seven (7) years of experience with NGOs involved in community development (education, governance, gender, and/or WASH);

· Experience with interviewing techniques;

· Fluency in Bambara or another local language;

· Professional oral and written communication skills in English and fluency in French.

Education: Bachelor’s degree or higher in sociology, anthropology, education, political science or a related field.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Travel around Mali is required.
